Reform of nuclear energy act to modernise nuclear plant regulation and ease new nuclear energy investments
We, the undersigned organisations/movements/groups, strongly appeal to the Finnish government and parliament not to approve the reform of the Nuclear Energy Act.
Above all we find the streamlining of licensing processes in order to speed up the licensing of small modular reactors (SMR) and making it easier to build additional nuclear power extremely problematic.
We also find it problematic that in the future, Parliament would no longer make decisions on new nuclear energy projects, but the decision would be made by the government, and for the smallest nuclear plant projects by the Ministry of Employment and the Economy. This would speed up the permit processes but would seriously threaten the democratic assessment of projects that could have serious consequences for both humans and the environment.
The whole lifecycle of nuclear power, including SMRs, includes mining, conversion, enrichment, fabrication of fuel, reactor operation, storage of fuel, waste management. All these phases include risks of different kinds.
Accidents cannot be ruled out at nuclear power plants, including SMRs, and nuclear power plants are considered high-value terrorist targets.
Since the government proposal seems to focus specifically on facilitating the construction of SMRs, we would like to emphasize that:
- Modular designs have been explored before. They have faced the same obstacles as other nuclear power plants: uncontrollable costs, complex engineering, difficulties in scaling and operational problems.
- Studies warn that SMRs are no safer than large reactors, because each unit must replicate its own chain of containment, regulation, maintenance and operation.
- More installations means more interfaces, more transportation, greater exposure to unexpected events such as earthquakes, floods, sabotage or cyber attacks.
- Small nuclear reactors cannot compete with renewables today. Instead, the arguments are based on political, financial and institutional motivations.
What comes to “traditional” nuclear power projects OL3 (Finland), Flamanville (France) and Hinkley Point (UK) clearly show that the projects have suffered from financial problems, serious delays, technical problems, etc.
And finally a quote from LUT University (Lappeenranta-Lahti University of Technology) November 10, 2025:
“… LUT’s analysis of the nuclear power expansion scenarios in the Finnish energy system reveals that prioritising nuclear power over renewables leads to significantly higher costs and financial risks.
Nuclear scenarios show a 71–84% higher annualised system cost compared to a renewables-based system in 2050. The system cost difference represents about 2.3% of the national gross domestic product. …”
Finland has great potential to become a pioneer in renewable energy. We sincerely hope that the Finnish government and parliament will take this into account when considering the proposed new Nuclear Energy Act.
